Lithuania's regulations on fee reductions for patent applicants are basically consistent with the EU's definition of small and medium-sized enterprises. The specific regulations are as follows:
- Natural persons: 50% reduction in application fees and authorization fees
- Micro, small and medium-sized enterprises as defined in EU Recommendation 2003/361/EC of 6 May 2003 on the definition of micro, small and medium-sized enterprises, i.e. independent enterprises with fewer than 250 employees, an annual turnover not exceeding EUR 50 million or an annual balance sheet total not exceeding EUR 43 million, and in which another enterprise holds no more than 25% of its capital, as well as small and medium-sized enterprises as defined in Article 3 of the Law of the Republic of Lithuania on the Development of Small and Medium-sized Enterprises
- Scientific and educational institutions
- Non-profit organization
According to ESINT, nearly 70,000 EU SMEs have benefited from the 2025 EUIPO Small and Medium Enterprises Fund (SME Fund) and received financial support to protect their intellectual property rights at the national, EU and international levels. Among them, 73% of EU SMEs are new members of the intellectual property protection system. The 2025 SME Fund is scheduled to start accepting applications in early February. The project will accept applications for 4 vouchers, as well as reimbursement of trademark, design and plant variety registrations, invention patent applications and intellectual property scanning services.
